Overview
The City of Excelsior operates under the council-manager form of government. In this system, all legislative authority is held by the elected, part-time City Council, which consists of a Mayor and four Councilmembers elected at-large by the community.
- The Mayor serves a two-year term
- Councilmembers serve four-year staggered terms to ensure continuity in leadership.
The Council establishes policies and adopts ordinances that guide the City's direction. A professional, full-time City Manager, appointed by the Council, is responsible for carrying out these policies and overseeing the day-to-day administration of city operations. The City Manager may delegate responsibilities as needed to ensure efficient use of staff and resources.

City Council Meetings are open to the public and held as follows:
